1305.03 PERMITS, PLAN REVIEW.
   (a)    No plumbing work shall be done in the City, except in a case of repairs or leaks, until the person desiring to do such work first applies to the Building Inspection Division for a plan review and plumbing permit to do the same. Such person shall secure from the Building Inspection Division an application for the permit and the application shall be properly completed and filed with the City. No permit shall be issued until the appropriate fee, as set by the City, has been paid.
   (b)    The application shall be kept on file in the office of the Building Inspection Division until the annual audit for the City is completed by the State auditors.
   
   (c)    A permit shall be required under the same rules and regulations as stated in this section for all systems of plumbing changed from cesspool to sewer and such plumbing systems shall be inspected and tested in such a manner as will insure the efficiency of the system.
   
   (d)    Any work which is not started under the plans and specifications approved by the Plumbing Inspector, within six months of the date of approval, shall be deemed to have expired by limitation.
   (e)    The Plumbing Inspector shall keep a record of all plans and descriptions submitted to him hereunder, together with his action thereof.
   (f)    A permit shall not be issued to anyone other than a duly registered master plumber, sewer tapper, water service line installer or a bona fide owner/occupant of an existing single family dwelling, which is to be occupied by the owner exclusively for living purposes. Such owner shall personally purchase all material and perform all labor in connection therewith.
   (g)    No person engaged in the construction or alteration of plumbing or sewerage in the City shall be required to secure a permit for the repair or replacement of a residential garbage disposal, dishwasher, air conditioner and appliances, but such repair or alterations shall not be construed to include cases where new vertical or horizontal lines of soil, waste, vent or interior leader or conductor pipes are used, or their relative locations changed. No such drainage or plumbing shall be considered as coming under the heading of repairs, but all such house drainage or plumbing shall be done as in the case of a new building and shall require a permit.
   (h)    Any additional plumbing fixtures installed in a new or old residence requiring waste, vent and/or water piping shall require a permit.
   (i)    Garbage disposals, dishwashers, water cooled air conditioners and such appliances requiring water and/or waste connections shall be treated as a plumbing fixture.
   (j)    Hot water tanks shall also be treated as a plumbing fixture and a permit and inspection shall be required for installation of a new hot water tank or replacement of an old hot
water tank.
   (k) Any person who makes or maintains a connection outside of the limits of the City with any water line or sewer line forming a part of the water or sewerage system of the City, shall make and maintain such connection including all other plumbing or sewage on premises connected therewith in conformity with rules and regulations of the City and in conformity with this chapter.
   
   (l)    Fees for permits shall be as per Chapter 1327 .
