(a) There is hereby established an administrative charge in the amount of twenty-five dollars ($25.00) which shall be assessed against the owner of any vehicle impounded pursuant to Sections 303.08, 303.081 or impounded for any other lawful reason, for the purpose of recovering a portion of the City’s administrative costs incurred in the removal and impounding of the vehicle. The administrative charge shall be paid directly to the City, taxed as costs in any related civil or criminal proceeding. An impounded vehicle shall not be released without the administrative charge first being paid.
(b) No administrative charge under subsection (a) shall be imposed against a towing company that obtains a salvage title to a motor vehicle in its possession, pursuant to Ohio R.C. 4505.11.
