The Charter shall be reviewed at least every ten (10) years but not later than 2025, and more often if deemed necessary by Council. The Mayor, with the approval and consent of Council, shall appoint a committee of nine (9) qualified electors of the city not holding any other Municipal office or appointment to serve on a Charter Review Commission. Such Commission shall review and recommend to Council not less than ninety (90) days prior to the next general election any alterations, revisions, or amendments to the Charter as said Commission deems advisable. Any Alterations, revisions, or amendments recommended by the Commission shall be submitted by Council to the electors of the city at the first general election following submission of the recommended changes. Members of the Commission will serve without compensation and the appointment shall terminate on submission of the report of the Commission to Council.
