559.10 CULPABILITY.
   (a)    A violation of Sections 559.05, 559.07, 559.08 and 559.09 shall be construed to be a strict liability offense.
   (b)    A violation of Section 559.06 shall be construed to be a strict liability offense as to all owners or persons responsibility for the nuisance. Negligence, as defined in R.C. Section 130.08, shall be the standard of culpability as to all other persons who violate Section 559.06.
