SECTION 11. QUORUM.
   A majority of the members of Council shall constitute a quorum for the transaction of business at any meeting of Council, but a number less than a quorum may adjourn the meeting from time to time and compel the attendance of absent members in such manner and under penalties as may be prescribed by ordinance, resolution, or rules of the Council. At any meeting at which a quorum is present, any action may be taken by the affirmative vote of a majority of all members of Council, unless a larger number is required by the provisions of this Charter.
