The Council shall appoint an elector of the City who shall have the title of Clerk of Council and shall serve at the pleasure of Council. The said Clerk shall attend all meetings of Council, keep an accurate and complete journal of its proceedings, and perform such other duties as required by this Charter, ordinances of Council, or by the laws of the State of Ohio. The Clerk shall be required to maintain a complete copy of the Codified Ordinances of the City of Steubenville in the Public Library located in Steubenville along with keeping a copy in his or her office.
