At the discretion of the Fire Chief or Fire Prevention Officer, the capacity limitation may be altered on particular installations after consideration of heavily populated or congested areas, topographical conditions, nature of occupancy, proximity to buildings, capacity of proposed tanks, degree of private fire protection and the capability of the Fire Department.
