1339.20 ISSUANCE OF PERMITS; SUBDIVISION APPROVAL.

The City Engineer shall withhold the issuance of any permit under his authority and the Planning and Zoning Commission shall withhold final approval of any subdivision plat until the owner or person in control has complied with the provisions of this chapter.
