The City Engineer shall order operations under an earth disturbance permit suspended for a period not to exceed ninety days whenever he determines that such operations shall, if performed during such temporary period, endanger public health or safety. The City Engineer may renew such suspensions. The City Engineer shall have the authority to order stopped any operations contrary to the terms and conditions of an earth disturbance permit or these regulations as provided for under this chapter.
