Before issuing an earth disturbance permit, the City Engineer or his designee shall collect a fee, the amount of which shall be based upon the total disturbed site area, which shall be fifty dollars ($50.00) for the first 5,000 square feet or fraction thereof, plus one dollar ($1.00) for each 1,000 square feet or fraction thereof, in excess of 5,000 square feet of disturbed area, to cover the cost of all necessary reviews, except that no fee shall be charged for work performed by a governmental agency.
