1337.06 SAFETY OF BATHERS.
   (a)    All reasonable precautions shall be taken to protect the users of and bathers in swimming pools and family pools from injury or accident. Convenient means of ingress and egress shall be provided and the depth of water and any irregularities of the bottom shall be clearly indicated. Safety appliances such as lifebuoys, life hooks, bamboo poles, or ropes and equipment including first-aid kits shall be provided and be readily accessible.
   (b)    Construction and installation of electrical wiring for equipment in or adjacent to swimming pools to metallic appurtenances in or within five feet of the pool, and to auxiliary equipment such as pumps, filters and similar equipment shall conform to the National Electrical Code as adopted by the City.
   (c)    Pumps, filters and other mechanical and electrical equipment for both public and private swimming pools shall be enclosed in such a manner as to be accessible only to authorized persons and not to bathers, and shall be kept locked at all times unless such equipment is being used by the owner of the pool. Construction and drainage shall be such as to avoid the entrance and accumulation of water in the vicinity of electrical equipment.
