Any person aggrieved by a decision of the Building Inspector other than in enforcement of the Ohio Building Code (OBC), and the head of any agency of the Municipality, may perfect an appeal to the Board of Engineering and Building Appeals from such decision. An appeal may be taken within thirty days from the date of the decision appealed, by filing with the Building Inspector and with the Board a notice of appeal, specifying the grounds thereof, except that in the case of a building or structure which, in the opinion of the Building Inspector, is unsafe or dangerous, the Building Inspector may in his order limit the time for such appeal to a shorter period. The Building Inspector shall forthwith transmit to the Board all the papers upon which the action appealed from was taken.
