Continued absence of any member of the Board of Engineering and Building Appeals from regular meetings of the Board shall render any such member liable to immediate removal from office. No member of the Board shall pass upon questions in which he, or any corporation in which he is a shareholder, is interested. All hearings before the Board shall be open to the public. All minutes and records shall be public records.
