1323.18 FAILURE TO OBTAIN PERMITS.
      If any work, including new construction, alterations, additions, repair, electrical, plumbing, heating, air conditioning, etc., is commenced by a person, firm, corporation or company on a building or structure, whether residential or commercial, before obtaining the requisite and necessary permits from the City, all applicable permit fees set out in Chapter 1327 of the Codified Ordinances of the City of Steubenville shall be doubled and payable before said work can continue. The payment of such adjusted permit fee shall not relieve any person, firm, corporation or company from fully complying with all the requirements of the City of Steubenville Codes, nor shall such payment exempt the person, firm, corporation or company from any other penalty(ies) prescribed within the Codified Ordinances of the City of Steubenville or elsewhere.
   Within the same calendar year after the first offense, should a person, firm, corporation or company fail for a second time to obtain a requisite and necessary permit(s) from the City, all applicable permit fees set out in said Chapter 1327 shall be increased by five hundred dollars ($500.00) in addition to the required permit fee and payable before said work can continue. The payment of such adjusted permit fee shall not relieve any person, firm, corporation or company from fully complying with all the requirements of the City of Steubenville Codes, nor shall such payment exempt the person, firm, corporation or company from any other penalty(ies) prescribed within the Codified Ordinances of the City of Steubenville or elsewhere.
   Within the same calendar year after the second offense, should a person, firm, corporation or company fail for a third time to obtain a requisite and necessary permit(s) from the City, the contractor's license/registration for that person, firm, corporation or company
shall be revoked for a period of six (6) months.
   Within the same calendar year after the third offense, should a person, firm, corporation or company fail for a fourth time to obtain a requisite and necessary permit(s) from the City, the contractor's license/registration for that person, firm, corporation or company shall be permanently revoked.
   Any person, firm, corporation or company has a right to appeal any decision of the City relative to this section to the Board of Engineering and Building Appeals in accordance with Chapter 1329. (Ord. 2022-97. Passed 11-29-22.)
