Any person, firm or corporation aggrieved by any order or decision of the Building Inspector in his rulings insofar as the application of the terms and provisions of this chapter are concerned shall have the right of appeal to the Board of Engineering and Building Appeals of the City, and the Board shall have full authority to affirm, modify, reverse or set aside any interpretation, ruling or order of the Building Inspector.
