1321.01 PERSONNEL.
   (a)   The office of Building Inspector is hereby created.
   (b)   The office of Deputy Inspector is hereby created.

   (c)    In the event of special need, additional temporary Inspectors with special qualifications may be employed by the Building Inspector at the prevailing rate for qualified craftsmen. Such Inspectors shall not be in the classified service.
