The owner or person in control of a sign suspended over a street or extending into a street more than fifteen inches beyond the building line, shall execute a bond in the sum of one hundred thousand dollars/five hundred thousand dollars ($250,000/$500,000) with sureties indemnifying the City against all loss, cost, damage or expense incurred or sustained by or recovered against the Municipality by reason of the construction or maintenance of such sign.
