(a) Statement of Purpose. The purposes of this chapter are to facilitate the reservation and stabilization of urban neighborhoods, to strengthen the economy of the City through the creation of new jobs, and to improve the City's tax base by encouraging reinvestment in historic buildings and the redevelopment of vacant urban lands.
(b) Method of Achieving Objectives. In order to accomplish its purposes, this chapter includes methods and provisions for:
(1) Permitting uses which would otherwise be prohibited in the base zoning district, where such uses may be in a manner which is in harmony with the appropriate and orderly development of the district in which it is proposed to be situated;
(2) Encouraging innovations in redevelopment by assuring increased flexibility of regulations;
(3) Placing appropriate conditions or restrictions on redevelopment so that it may be carried out in a manner compatible with the immediate neighborhood and will not be detrimental to the public health, safety or welfare. (Ord. 2011-70. Passed 10- 11-11.)
