The purpose of the "C-1" District is to accommodate areas within the City which are generally uneconomical for building or development purposes due to the steep slope or ravine character of the land. It is designed to protect and conserve wooded hillsides which are a source of beauty and civic pride in the community, and to encourage development which will preserve the general character of the areas within this district.
