The purpose of the "I-1" District is to accommodate businesses which require special criteria due to more intensive usage, heavy rail or truck traffic, noise, glare of lights, or activities which because of special or unique characteristics, are incompatible with residential or business uses in other districts. This district should not generally apply to lands annexed by the City after the effective date of this chapter.
