1159.02 PERMITTED USES.
   The following uses are permitted in the “B-5" Neighborhood Commercial District:
   (a)   All permitted residential uses as listed and regulated in the “R-2" Medium Density Residential District; or where this district is applied to lands annexed by the City after the effective date of this chapter, residential uses shall be permitted as listed and regulated in the “R-2A” Medium Density Residential District.
   (b)   Retail businesses, including antique shops; apparel shops; art galleries or artist studios; bakeries, book, magazine, and newspaper sales, candy or ice cream sales; candle and gift shops; china and glassware sales; convenience stores without drive through facilities; drug stores; florist or plant shops; greeting card and stationary sales; grocery stores; hardware stores; hobby or craft shops; jewelry sales; tobacco products; sales; toy stores; restaurants without drive through facilities; sporting goods stores; and other similar retail uses; but excluding amusement arcades, excluding restaurants with stages, dance floors, outdoor seating or outdoor cooking, and excluding used merchandise stores, pawnshops, and establishments designed to provide drive through facilities.
   (c)   Business and professional services, including: accountant, architect, attorney, engineer or surveyor offices, banks, credit unions, savings and loan companies, and other financial services; massage and physical therapy establishments; medical offices or clinics, mortgage, investment and real estate and insurance offices; and other similar business and professional service uses; but excluding bail bond agencies and establishments designed to provide drive through facilities.
   (d)   Personal services, including: barber shops and beauty salons; nail salons and tanning studios; child day care centers; laundromats; photography studios and photo shops; dance or gymnastic studios; music studios; dry cleaning and laundry pick up and services; photography studios and photo shops; karate studios; and other similar personal service uses; but excluding tattoo establishments and establishments designed to provide drive through facilities.
   (e)   Mixed use buildings containing the permitted uses as listed in this section.
   (f)   Repair and rental services, including the repair, rental and servicing of any article the sale of which is a permitted use in this district.
   (g)   Assembling, finishing, cleaning or other processing of products which is clearly incidental to a permitted retail or service business, where goods so processed are to be sold exclusively on the premises, provided the total area devoted to such activities does not exceed one-third (1/3) of the total gross floor area devoted to the retail or service use.
   (h)   Neighborhood shopping centers, in accordance with the provisions of Chapter 1185.
   (i)   Business offices and administrative offices for charitable, fraternal, governmental and social organizations; but excluding establishments designed to provide through facilities.
   (j)   Churches, convents and monasteries.
   (k)   Signs but not portable signs or billboards in accordance with the provisions of Chapter 1185.
   (l)   Accessory buildings and uses which are customarily incidental to a permitted principal use in accordance with the provisions of Chapter 1185.
   (m)   Utility service facilities to the extent necessary to serve surrounding areas.
