The purpose of the "B-3" District is to accommodate a planned and organized approach to providing an array of retail business and service opportunities of a regional character in accordance with the provisions of Chapter 1185. These planned and organized shopping areas may be enclosed malls or open shopping centers with common pedestrian or vehicular ways, walks, streets and parking facilities, designed for commercial establishments serving the residents of the City as well as persons from outside the community. These are distinguished from the "strip" business stores found along the major highways in the "B-2" and "B-2A" Community Commercial Districts.
