The following uses are permitted in the "B-1" Central Business District:
(a) Residential dwelling units, including efficiency dwelling units on or above the second floor level from the ground.
(b) Retail businesses, including amusement arcades; antique shops; apparel shops; appliance sales; art galleries or artist studios; auction rooms; automobile supply stores; bakeries; bars or taverns; beer, wine and liquor sales; billiard or pool halls; book, magazine, and newspaper sales; candy or ice cream sales; carpet and rug sales; candle and gift shops; china and glassware sales; cybercafés; drug stores; florist or plant shops; farmers markets; flea markets; furniture sales; greeting card and stationary sales; grocery stores; hardware stores; hobby or craft shops; jewelry sales; medical equipment supply stores; motion picture and stage theaters; musical instrument sales; paint and wallpaper stores; pawnshops; pet shops and pet supply stores; photo shops; snack bars/snack shops; tobacco products sales; toy stores; restaurants; sporting goods stores; upholstery/interior design services; used merchandise stores; video arcades; and other similar retail uses; including sidewalk sales and sidewalk vendor stands, but excluding establishments designed to provide through facilities.
(c) Business and professional services, including: accountant, architect, attorney, engineer or surveyor offices; banks, credit unions, savings and loan companies, and other financial services; commercial printing/publishing; data processing; debt collection services; public relations and management consulting services; massage and physical therapy establishments; office supply and equipment sales; photocopying shops; radio and television stations; recording or sound studios; medical offices or clinics; mortgage, investment and real estate and insurance offices; and other similar business and professional service uses; but excluding establishments designed to provide through facilities.
(d) Personal services, including: bail bondsmen, barber shops and beauty salons; body piercing establishments; fortune tellers, psychics or astrologers; health/sports clubs; nail salons and tanning studios; child day care centers; funeral homes; laundromats; photography studios and photo shops; dance or gymnastic studios; music studios; dry cleaning and laundry pick up and services; commercial wedding chapels; karate studios; tattoo establishments; travel agencies; tuxedo rental; and other similar personal service uses; but excluding establishments designed to provide through facilities.
(e) Repair and rental services, including: carpenter, electrician, locksmith and plumbing shops; furniture rental; and the repair, rental and servicing of any article the sale of which is a permitted use in this district.
(f) Assembling, finishing, cleaning or other processing of products which is clearly incidental to a permitted retail or service business, where goods so processed are to be sold exclusively on the premises, provided the total area devoted to such activities does not exceed one-third (1/3) of the total gross floor area devoted to the retail or service use.
(g) Hotels and conference centers.
(h) Office buildings, business offices and administrative offices for charitable, fraternal, governmental and social organizations.
(i) Clubs, lodges, and community centers.
(j) Trade or vocational schools.
(k) Churches, convents and monasteries.
(m) Accessory buildings and uses customarily incidental to a permitted principal use in accordance with the provisions of Chapter 1185.
(n) Utility service facilities to the extent necessary to serve surrounding areas.
