Any uses hereinafter permitted in the “R-4" District shall be required to comply with the Secretary of the Interior’s Standards for Rehabilitation and the design guidelines adopted by the Historic Landmarks Commission in accordance with the provisions of Chapter 1177 of this Zoning Code. In order to ensure that the integrity of the interior space is maintained in a contributing structure, the following shall be required for all interior modifications:
(a) No interior modification shall be injurious to the architectural or historic character of the structure.
(b) The integrity and arrangement of existing interior spaces must be maintained and all rooms shall be part of the primary residential structure and shall not be specifically constructed, reconstructed or altered for other purposes unless approved by the Historic Landmarks Commission.
(c) All interior modifications shall be described in an application for a certificate of appropriateness, which shall be subject to review and approval by this Historic Landmarks Commission.
