1135.04 EFFECT OF ESTABLISHMENT OF DISTRICTS.
   Following the effective date of this Zoning Code, and except as hereinafter provided:
   (a)   No building or structure shall be constructed, reconstructed, altered, enlarged or moved nor shall any excavation occur for any of these purposes except in conformance with the requirements of this Zoning Code and in compliance with all other city regulations, requirements and restrictions.
   (b)   No yard or open space required in connection with any building or use shall be considered as providing a required open space for any other building on the same or any other lot.
   (c)   No lot shall be formed from part of a lot already occupied by a building unless such building, all yards and open spaces connected therewith, and the remaining lot comply with all requirements prescribed by this Zoning Code. No zoning approval shall be issued for the construction of a building on any new lot thus created unless such building and lot comply with all the provisions of this Zoning Code.
   (d)   Nothing contained in this Zoning Code shall require any change in the plans, construction, or designated use of a building complying with local laws in force prior to the effective date of this Zoning Code, if the following is found to exist:
      (1)   A complete application for a building permit shall have been made prior to the effective date of this Zoning Code.
      (2)   The entire building shall have been constructed in accordance with such plans as have been filed with the Zoning Administrator and completed within one (1) year from the effective date of this Zoning Code.
   (e)   Any use not permitted by this Zoning Code shall be deemed to be prohibited. Any use designated as prohibited or any list of prohibited uses contained in any section of this Zoning Code shall not be deemed to be an exhaustive list but has been included for the purposes of clarity and emphasis, and to illustrate by example, some of the uses frequently proposed that are deemed undesirable and incompatible and thus prohibited. Uses unprovided for herein and not listed as either permitted or prohibited shall comply with the provisions of chapter 1191 of this Zoning Code.
