1101.02 PLANS AND MAPS; CAPITAL IMPROVEMENT PROGRAMMING.
   The powers and duties of the Planning Commission shall be to make plans and maps of the whole or any portion of the City and of any land outside of the City, which, in the opinion of the Commission, bears relation to the planning of the City, and to make changes in such plans or maps when it deems the same advisable. Such maps and plans shall show the Commission's recommendation for new streets, alleys, ways, viaducts, bridges, subways, parkways, playgrounds or any other public grounds or public improvements, and the removal, relocation, widening or extension of then existing public works. The Commission shall make such recommendations to the City Manager, Council and department heads concerning the location of streets, transportation and communication facilities and public buildings and grounds as will result in a systematic planning of the City. The Commission shall control, preserve and care for historical landmarks; control in the manner provided by ordinance the design and location of statuary and other works of art which are or may become the property of the City; provide for the removal, relocation and alteration of any such works belonging to the City; and control the design of bridges, viaducts, street fixtures and other public structures and appurtenances.
