(a) Residential. Every person occupying a dwelling unit as head of a residence shall pay a monthly fee for refuse collection by the City at the following monthly fee:

(1) In the event that Council takes no action after year five (5) on the refuse monthly fee increase, a three percent (3%) increase will automatically be added per year thereafter. Said increase shall commence on October 1, 2023.
(b) Business. Each business producer of garbage shall pay a monthly fee for refuse collection by the City at the following monthly fee:

(c) Effective June 30, 2019, the City will no longer provide dumpster service for the removal of garbage for commercial producers and/or industrial producers.
