951.05 PRECOLLECTION PRACTICES.
   (a)    All refuse before being placed in containers for collection shall be drained of all free liquids.
   (b)    Tree trimmings, hedge clippings and similar material shall be cut to lengths of not more than three feet and placed in containers.
   (c)    Hot ashes are not to be placed for collection in any type of container.
