The provisions of this chapter shall in no way bind Council or the City to initiate an annexation proceeding, or carry through to completion a petition for annexation by nonresidents, nor do these provisions in any way alter Council's obligation to provide water and sewer services outside the limits of the City's corporate boundary under the conditions of contract to the County or an incorporated community.
