929.06 CONDITION OF STREETS AND HIGHWAYS; STATUS.
   (a)   Existing public (county or township) streets and highways located in territory annexed by the City, whether improved or unimproved shall become City streets upon the effective date of the annexation and shall be maintained as City streets in their condition as accepted.
   (b)   Private streets located in territory annexed by the City shall remain as private streets, and shall not be accepted by the City as public streets until such time as the private streets meet the design standards and construction requirements of the City, are approved by the City Engineer and are accepted by ordinance of Council as City streets. The responsibility for the maintenance and improvement of private streets shall rest with the owner(s) of such streets.
