As a part of the long-range City plan to facilitate the orderly and beneficial growth of the City and its environs, to preserve and protect City water supply and sanitary sewer facilities in light of increasing demands on such systems and their capacities, and to promote the public health, safety, convenience, comfort, prosperity and general welfare, the "Growth Principles, Policies and Procedures" for the City of Steubenville, Ohio, as prepared by the Steubenville Planning and Zoning Commission, dated August 13, 1990, is hereby accepted and adopted.
This chapter shall be known as and may be cited as the Annexation Ordinance of the City of Steubenville.
