(a) The water rate for the first one thousand gallons of water shall be as follows:

(b) The water rate for any additional one thousand gallons of water after the first thousand gallons of water shall be as follows:

(c) In addition to the above-mentioned rates for the first one thousand gallons of water and the rates per each additional one thousand gallons; each water customer shall pay a monthly flat rate which said amount shall be deposited in the Water Infrastructure Improvement Fund as follows:

The initial rate increases and the initial infrastructure charge herein shall be effective on November 1, 2018, or as soon as possible thereafter. Each subsequent year thereafter, the commencement date for said increases shall be October 1st.
(d) (1) Each water customer shall be subject to a monthly minimum water charge of $38.21 which said minimum charge consists of the above- mentioned monthly flat rate charge of $6.00 and two (2) thousand gallons of water billed at $32.21 for the first year.
(2) Each water customer shall be subject to a monthly minimum water charge of $40.19 which said minimum charge consists of the above- mentioned monthly flat rate charge of $7.00 and two (2) thousand gallons of water billed at $33.19 for the second year.
(3) Each water customer shall be subject to a monthly minimum water charge of $42.19 which said minimum charge consists of the above- mentioned monthly flat rate charge of $8.00 and two (2) thousand gallons of water billed at $34.19 for the third year.
(4) Each water customer shall be subject to a monthly minimum charge of $45.21 which said minimum charge consists of the above-mentioned monthly flat rate charge of $9.00 and two (2) thousand gallons of water billed at $35.21 for the fourth year.
(5) Each water customer shall be subject to a monthly minimum water charge of $46.26 which said minimum charge consists of the above- mentioned monthly flat rate charge of $10.00 and two (2) thousand gallons of water billed at $36.26 for the fifth year.
