783.04 INVESTIGATION; APPROVAL AND ISSUANCE OF LICENSE.
   (a)    Upon receipt of an application for a handgun license as provided for herein, the Chief of Police shall cause an investigation to be made of the applicant's responsibility and moral character.
   
   (b)    The Chief of Police shall approve the application if he finds:
      (1)    That the applicant has not been convicted in any jurisdiction of a crime of violence;
      (2)    That the applicant is at least twenty-one years of age;
      (3)    That the applicant is a citizen of the United States;
      (4)    That the applicant has not been adjudged by any court of competent jurisdiction to be an alcoholic, a narcotics addict, or mentally incompetent, and that he has not been medically treated therefor, unless there is furnished a physician's certification as provided in Section 783.03 that the applicant no longer suffers from such disability.
      (5)    That the applicant is not otherwise ineligible to own or possess any firearm or ammunition under the laws of this City, the State or any other state.
   (c)    Upon completion of an investigation by the Chief of Police and within fourteen days after receipt of an application and fee filed pursuant to the provisions herein, the Chief of Police shall issue the license or shall notify the applicant by written order of the denial of his application and the reasons therefor.
