769.34 TAXIMETERS.
   Every taxicab operated upon the streets, alleys and other public ways of the City may have affixed thereto a taximeter of a size and design approved by the City Manager or some person appointed by him. The installation and operation of the taximeter shall conform to the following specifications and regulations:
   (a)    The charges indicated by the taximeter shall be in legible figures which are electrically lighted each time the taximeter flag is thrown from a nonearning to an earning position.
   (b)    No person shall use or permit to be used upon any taxicab a taximeter which is in such condition as to be over five percent incorrect to the prejudice of any passenger.
   (c)    No person shall use or permit to be used or drive for hire a taxicab equipped with a taximeter the case of which is unsealed and not having its cover and gear intact.
   (d)    No owner's license shall be used for a taxicab until the taximeter attached thereto is inspected and found to be accurate by the City Manager or other person appointed by him.
   (e)    No person shall drive a taxicab to which is attached a taximeter that has not been duly inspected and approved as above provided.
   (f)    No driver of a taxicab equipped with a taximeter while carrying a passenger or while under employment shall display the signal fixed to the meter at such a position as to denote the vehicle as not employed, or in such a position as to denote that he is employed at a rate of fare different from that to which he is entitled under the provisions of this chapter. It shall be the duty of the driver to call the attention of passengers to the amount registered on the taximeter and the taximeter flag shall not be changed to the vacant position until after the fare is paid.
   (g)    Every driver of a taxicab shall have the right to demand payment of the legal fare.
   (h)    Every taximeter shall be connected and affixed to the taxicab in a location approved by the City Manager or other person appointed by him, which location shall be such that the amount of fares determined and charged is plainly visible to all passengers or occupants of the taxicab.
   (i)    It shall be the duty of the City Manager or other person appointed by him to periodically examine, inspect and seal all taximeters used in the City and to keep a record of all such examinations, inspections and sealings.
