Each taxicab driver shall wear, while on duty, a uniform cap with the name of the owner, partnership or corporation by whom he is employed on such cap. He shall also wear a badge which shall be issued to him by the City Manager, which shall have thereon the following: "City of Steubenville" and the license number of the operator.
