In the event of recovery of any final judgment against the owner or operator of any taxicab for bodily injury, death or damage to property, other than injury, death or property damage of the insured or the insured's employees, resulting from the ownership, maintenance or use of such taxicab in the City, and the nonpayment thereof for a period of thirty days thereafter, the City Manager shall forthwith revoke the licenses of all the taxicabs of such owner, in the manner provided for herein.
