769.05 OPERATOR'S QUALIFICATIONS.
   Each applicant for a taxicab operator's license shall be twenty-one or more years of age and able to speak and read the English language. The applicant must be of good character. Statements concerning the qualifications must be supported by the affidavits of two reputable residents of the City. The applicant shall not have been convicted of a felony involving theft, personal violence or moral turpitude within the last preceding four years. Such applicant, if a corporation, must be one which is authorized to engage in the business of operating taxicabs under the laws of the State.
