No new taxicab licenses shall be issued by the City Manager when the total number of taxicabs licensed under the provisions of this chapter would, by the issuing of an additional license, exceed twenty unless Council declares by ordinance that the public convenience and necessity require the issuance of additional taxicab licenses and authority is granted by Council for licenses in addition to twenty.
