769.02 OPERATOR'S LICENSE REQUIRED.

No person shall engage in the business of operating one or more taxicabs for passenger hire, within the City, without first procuring or renewing and maintaining in full force and effect a taxicab operator's license, which license shall be granted by the City Manager.
