As used in this chapter:
(a) “Taxicab” means any automotive vehicle offered for hire as a common carrier, to the general public, for the purpose of transporting passengers from place to place, as they may direct.
(b) "Taxicab operator" means a person owning, operating or engaged in the business of operating one or more taxicabs upon the streets and other public ways of the City.
(c) "Taxicab driver" means any person driving a taxicab, either as the owner thereof or as the employee of a taxicab operator.
