Any room kept as a pool room or billiard parlor shall be so constructed and maintained that a clear view of the interior of the place may be had from the street on which the place of business is located, and it shall be free from any screens, partitions, fixtures, obstructions or painted or frosted windows which may interfere with a clear view from the street.
