The City Manager may issue a license to a person for operating or conducting a billiard parlor or pool room within the City, and such license shall be for a period of one year, for which the City Manager shall charge and collect a fee of thirty dollars ($30.00) for the first year and fifteen dollars ($15.00) for each additional table.
