The provisions of this chapter shall not apply to officers or employees of the City, County, State or Federal government, or any subdivision thereof, when on official business; nor to any person who sells or offers to sell agricultural products of his own raising or merchandise of his own manufacture; nor to persons licensed by the Board of Health to make delivery of food or food products, insurance agents or salesmen, duly licensed by the State, personnel of newspapers and radio and television broadcasting companies while engaged in the course of business of newspapers and broadcasting companies, including the solicitation of subscriptions and advertising; nor to representatives of charitable, religious or educational institutions.
