All premises used as a junk yard or junk shop shall be kept and maintained in as clean, sanitary and neat a condition as such business will reasonably permit. The person operating the junk yard or junk shop shall maintain the premises so used so that rats, vermin and fire hazard are as far as practicable reduced to a minimum. No rubbish or portion or parts of wrecked machines and other accumulations which are to be discharged by the junk dealer shall be burned on the premises without the written consent of the Fire Chief.
