No person shall maintain or operate a junk shop or junk yard without first having obtained a license therefor. The fee for such license shall be two hundred fifty dollars ($250.00) per year and all such licenses shall be for the period of one year. A license fee shall be required for each place at which the applicant maintains a junk yard or junk shop.
