Upon the written license application of any itinerant vendor, setting forth all the facts required to be given by Section 731.03 and verified upon oath before an officer authorized by law to take acknowledgement of deeds, and upon the payment of a license fee as provided in Section 731.08, the City Manager shall issue to the applicant a license permitting the applicant, for the period for which the license fee is paid, to sell in temporary quarters such goods, wares or merchandise as the itinerant vendor may lawfully sell.
