The City Manager may suspend or, after hearing revoke, an amusement license granted under the provisions of this chapter whenever he finds that the holder thereof has failed to comply with any of the provisions of this chapter or any rules or regulations of the City Manager prescribed, adopted and promulgated under this chapter. Upon suspending or revoking any amusement license, the City Manager shall require the holder thereof to surrender to him immediately all licenses or duplicates thereof issued to him, and the holder shall surrender promptly all such licenses to the City Manager as required. Whenever the City Manager suspends an amusement license, he shall notify the holder immediately and afford him a hearing, if no hearing has already been afforded and one is desired. After such hearing, the City Manager shall either rescind his order of suspension or, upon good cause appearing therefore, shall continue the suspension or revoke the license.
