513.14 LOITERING IN AID OF DRUG OFFENSES.
   (a)   No person shall knowingly with the purpose to commit or aid the commission of a drug abuse offense, loiter in a public place repeatedly beckoning, engaging, stopping or attempting to stop or engage passers-by or pedestrians in conversation.
   (b)   No person shall knowingly with the purpose to commit or aid the commission of a drug abuse offense, loiter in a public place repeatedly stopping or attempting to stop motor vehicles.
   (c)   No person shall knowingly with the purpose to commit or aid the commission of a drug offense, loiter in a public place repeatedly, interfere with the free passage of other persons.
   (d)   For the purpose of this section the term “loiter” means to resort to remain or wander about in an idle manner essentially in one place and shall include the concepts of spending time idly or sitting, standing or walking about aimlessly.
   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor. (Ord. 1992-137. Passed 11-17-92.)
