(A) The owner shall bear the costs and expenses incident to installing and connecting the building sewer or extending water service to private property. The owner shall indemnity the city for any loss or damage directly or indirectly caused by the installation and connection.
(B) To the extent deemed necessary, the City Administrator shall establish rules and regulations for the proper implementation of these requirements which, when adopted by City Council resolution, shall govern installing and connecting building sewers and extending water service to private property.
