§ 33.39 BY-LAWS.

The Fire Department shall adopt and present to the Council a set of by-laws which shall govern the operation and policies of the Fire Department. The Council shall approve or modify the by-laws by resolution and, upon adoption, they shall carry the force and effect of law.
